After PMW submitted numerous complaints and letters to FIFA regarding terror support and other violations by PA leader and head of Palestinian Football Association Jibril Rajoub, FIFA's Ethics Committee has opened an investigation and asked Rajoub to respond to each of PMW's charges.

FIFA TO PROBE RAJOUB FOR GLORIFYING TERROR, INCITING

\n\n

The international soccer organization FIFA has launched an investigation of the chairman of the Palestinian Football Association (PFA), Jibril Rajoub, for breaching the body's ethics code.

\n\n

The investigation is based on evidence submitted to FIFA's Disciplinary Committee by Palestinian Media Watch (PMW), which found that Rajoub and the PFA have been promoting and glorifying terrorism; inciting hatred and violence; promoting racism; and preventing the use of the game of soccer to build a bridge for peace.
\n
\nThe situation came to a head on January 8, nearly two years after PMW submitted its complaint to the international football organization in 2017.
\n
\nA letter from FIFA's chief of investigation in the ethics committee, Martin Nagoga, to Rajoub - which is dated January 2019 and leaked earlier this month by a pro-Palestinian media site - states that Rajoub needs to respond individually to each of the points he disputes.
\n
\n"To the extent that you dispute any part of the... complaint and allegations, you are hereby requested to submit a statement identifying every point in the complaint allegations that you dispute; an explanation of why you dispute each such point; a description of any and all additional facts you contend, clarify, contradict, or are otherwise relevant to the issue or point in dispute; and all documents, records, or data within your possession, custody, or control that support your position," the letter stated.
\n
\nNagoga wrote that there is "prima facie evidence" based on PMW's "Kick Terror Out of Football" complaint that "you may have committed violations of the FCE [FIFA Ethics Code] in your position as President of the Palestinian Football Association."
\n
\nIn the leaked letter, Nagoga said Rajoub had been accused of "personally" promoting and glorifying terrorist in an "active and... passive manner."
\n
\nThis includes several soccer events that had PFA backing or organized by Rajoub that bared the name of terrorists, as well as several soccer teams that were named after terrorists and terrorist organizations that had killed Israeli citizens.
\n
\nThe letter also said that Rajoub is being accused of making statements in which he encouraged Hamas to kidnap soldiers.
\n
\nNagoga requested that Rajoub respond by January 18. Rajoub's response has not been publicized.
\n
\nFollowing the leak of the letter, PMW director Itamar Marcus said he welcomed "FIFA's decision to open an investigation into Jibril Rajoub's conduct as Head of the Palestinian Football Association."
\n
\n"It is demeaning for FIFA to allow a terrorist supporter who uses vile racist language to have any position attached to FIFA's good name," Marcus continued. "Instead of using the beautiful game to build bridges and promote peace and coexistence, Rajoub uses his position to incite violence and to promote and glorify terrorism. I am hopeful that FIFA will now, once and for all, permanently remove Rajoub from any position in FIFA, and cleanse this stain on international football."

\nIN MAY 2017, PMW submitted a complaint to FIFA entitled "Kick Terror Out of Football," which Nagoga's investigatory letter is based upon.
\n
\nIt stated that the PFA and its president Jibril Rajoub "regularly violate FIFA's Statutes and Disciplinary Code by using Palestinian football as a vehicle to glorify and honor terrorist murderers; inciting hatred and violence; promoting racism; and prohibiting the use of sports as a bridge for peace between Palestinians and Israelis." PMW wrote that these action violate several articles in the FIFA Statutes and Articles as well as in its Disciplinary Code.

\n\n

In the PMW complaint, Rajoub "is outspoken in his promotion and glorification of terrorists and terrorism."
\n
\nThe 2017 complaint explained how Rajoub has honored terrorist murderers, calling them "sacred," including convicted Palestinian plane hijacker Leila Khalid and terrorist Abu Sukkar - who planned and carried out a 1975 bombing in Jerusalem in which 15 people were killed and over 60 people wounded - among many others.
\n
\nThe complaint took these points further. PMW submitted evidence that shows how in October 2015, just after the wave of stabbing attacks began, "instead of using his influence to calm the murderous atmosphere" Rajoub "chose to promote and glorify terrorism and terrorists."
\n
\nPMW charged that in an interview broadcast on official Palestinian Authority TV on October 17, 2015, Rajoub, "referring directly to the terrorists said, 'These are individual acts of bravery, and I am proud of them. I congratulate everyone who carried them out. I say to you, we are proud of you.'"
\n
\nThis is not the first time Rajoub has been disciplined by the football umbrella body.
\n
\nIn August last year, FIFA fined Rajoub 20,000 Swiss francs ($20,340) and banned from matches for a year by FIFA's Disciplinary Committee for threatening Lionel Messi, the star striker of the Argentine soccer team.
\n
\nAt the time, Rajoub had urged fans to burn pictures and shirts of Messi if he played in a friendly soccer game against Israel in Jerusalem that was eventually canceled.
\n
\nRajoub and the PFA has also made several appeals and attempts to FIFA to have Israel's Football Association sanctioned.
\n
\nIn 2018, FIFA's World Congress rejected the PFA's call to amend its constitution with language that seemingly targets Israel.
\n
\nIn the vote, 156 opposed the move while 35 were in favor. As a result, FIFA's congress voted against the PFA proposal.

\nThe Palestinian Authority has once again glorified terrorist Dalal Mughrabi, the woman who carried out the Coastal Road Massacre of March 11, 1978 in which 37 Israelis were killed. Among those murdered were 12 children, while 71 others were injured.
\n
\nPalestinian Media Watch revealed on Thursday that on the anniversary of the massacre, PA officials glorified Mughrabi by naming a sporting event for girls after her in which officials from the Education Ministry participated and encouraged the girls taking part in the event to "continue on the path [of martyrdom]." The teenagers also wore red shirts sporting Mughrabi's face on it.
\n
\nAmong those ministry officials who attended the festival honoring the terrorist were PA officials including Bassem Erekat, director of the district's Education Directorate, a branch of the PA Ministry of Education, and Ribhi Dawla, mayor of Beitunia, where the festival was held.
\n
\nPalestinian Media Watch reported that the District Governor of Ramallah and El-Bireh, Dr. Laila Ghannam spoke at the event, stating that Palestinian children "are determined to continue on the path [to martyrdom]."
\n
\n"She also praised Palestinian women for having 'brought children into the world, fought, and built glory that will not be erased' - indicating that murderer Mughrabi had created lasting 'glory' with her attack killing 37," PMW added.
\n
\nIn 2016, Palestinian Media Watch also revealed that a basketball game for high school girls was named after Mughrabi. A square named for her in the Ramallah district is also reportedly in the process of being built, and Mughrabi's sister is in the process of trying to get in inaugurated by Fatah.
\n
\nSpeaking on the matter, PMW senior analyst Nan Jacques Zilberdik was saddened by the PA's actions. “This is just one more example of how far the PA is prepared to go to indoctrinate and abuse their own children," she said. "The PA has turned Dalal Mughrabi, the most notorious female Palestinian terrorist in their history, into a celebrated hero and role model, with schools, summer camps, and sports tournaments named after her."

\nJacques Zilberdik questioned that "when teenage girls parade at a sporting event named after a murderer wearing shirts showing the face of the murderer – who was only a little older than they are when she killed 37 Israelis – what conclusion will these girls be able to reach other than to aspire to be like her?"
\n
\n"Rather than participating in dialogue and peace-building initiatives that teach mutual respect and understanding, Palestinian kids are taught to hate and kill, and ultimately, to follow Dalal Mughrabi’s 'path' and die as 'Martyrs.' When the PA chooses to glorify terrorist murderers in this way, what hope is there for peace."

\n\n

Palestinian Authority TV has used International Woman’s Day as a cover to glorify and celebrate female terrorists and female terrorism.

\n\n

In a report highlighted by Palestinian Media Watch, PA TV broadcasted an interview with the Director of the Palestinian Women's Union in Gaza, Amal Hamad.

\n\n

In the interview Hamad spoke about the “Palestinian national struggle” and the role women have played in terrorism.

\n\n

“We have had female Martyrs, wounded, and prisoners,” she said, explaining that women were the first to take part in “the battle.”

\n\n

“That is why we also have female Martyrs,” she said naming several well-known terrorists including Shadia Abu Ghazaleh, a terrorist who prepared bombs for terror attacks; Dalal Mughrabi, terrorist who led murder of 38 people in 1978, 12 of whom were children; Wafa Idris, who was the first female suicide bomber; Ayyat Al-Akhras, who was the youngest female suicide bomber who killed two people; and Darin Abu Aisheh, a female suicide bomber who wounded three people.

\n\n

Palestinian Media Watch also pointed out that the PA has named schools after both Abu Ghazaleh and Mughrabi.

\n\n

“Focusing the attention on the Palestinian female murderers obviously deflects attention from the real problems faced by Palestinian women,” the media watchdog highlighted. “One female PA TV reporter instructed the viewers ‘who use beatings and violence to solve their marital problems’ to ‘carefully read’ and ‘obey’ the Quran's ‘religious rules for beatings.’”
\nThe reporter explained that “the goal of the beatings is [to] rebuke in a way that does not cause injury.”

\n\n

Palestinian Media Watch added that the reporter had reminded "there are solutions before giving beatings," however she didn't categorically reject violence against women, the organization pointed out.

\n\n

“The glorification of the female murderers on International Women's Day is easier than addressing Supreme Shari'ah Judge, PA chairman [Mahmoud] Abbas' advisor on Religious and Islamic Affairs, Mahmoud Al-Habbash, who explained that a man is permitted to beat his wife when she is disobedient,” Palestinian Media Watch said,

It also highlighted how academic lecturer on Islam and Mufti Sheikh Samih Hajjaj, who explained how a Palestinian man should respond if he senses that his wife is lying.

\n\n

"First he needs to rebuke her and quote the Quran and Hadith on the ban on lying,” Hajjaj said in a video. “If that does not work, he need to forsake her in bed... The [Muslim] scholars said that the beating can be with a small brush or a handkerchief, and the number of blows should not exceed 10."
