While the Palestinians have agreed to change the curriculum, they have yet to deliver on ‎their promises. P.A. Prime Minister Mohammad Shtayyeh and Minister of Education ‎Marwan Awartani both went on record stating that positive changes to the textbooks would ‎be made… ‎

According to Itamar Marcus, director of Palestinian Media Watch, a nonprofit Israeli ‎research institute that studies Palestinian society, “the Palestinian Authority leadership ‎sends the same hate and terror-supporting messages to its population through all the ‎structures it controls.”‎

\n\n

He told JNS that PMW finds “the same glorifying of terrorists, the same maps in which ‎the state of ‘Palestine’ erases Israel, the same denial of Israel’s right to exist in P.A. ‎schoolbooks that the P.A. disseminates through its controlled media, social media, and ‎public events for adults and children.”‎

\n\n

Marcus said P.A. schoolbooks “are not the problem, but one of the many symptoms of ‎the fundamental problem, which is the Palestinian Authority ideology itself.”‎

\n\n

‎“Until the P.A. leadership is replaced by a peace-seeking leadership, the P.A. will just ‎keep juggling the hate and terror messages between the various mediums it controls, ‎while promising the donor countries to eliminate the hate,” he said. “The perplexing ‎question is why haven’t the donor countries recognized that by funding the terror-‎supporting Palestinian Authority, they are undermining peace to the detriment of both ‎Israel and the Palestinian population?”‎

While the Palestinians have refused to make any substantive changes, others have ‎decided to try and influence change thanks to efforts by IMPACT-se and PMW.‎

\n\n

In June, Norwegian Foreign Affairs Minister Ine Eriksen Søreide announced that more than ‎half of the 2020 planned funding to the P.A.’s education sector had been withheld until ‎‎“positive changes are seen,” also stating that changes were being made to the curriculum ‎by the P.A.’s quality-control committee.‎

After brutal murder of teen, pressure mounts for Netanyahu to punish Palestinians over terror payments

While reports show that Israel is set to implement the landmark law that deducts funds to the Palestinian Authority over its terror payments within the next few weeks, not everyone is convinced. Many wonder why the government seems to be dragging its feet.

“With Netanyahu as Minister of Defense, he does not want Lieberman raising the issue … leading into elections that Netanyahu is transferring money to the P.A. for terrorists in violation of Israeli law,” Marcus said. “Lieberman will be looking for any way to attack Netanyahu from the right, and Netanyahu would be a fool to enable him on this issue. I expect implementation, even if the start is delayed by the paperwork in the Ministry of Defense initially.”

Impossible to promote peace
\nwhen Palestinians are teaching hate

Until the Palestinian Authority ends youth incitement in textbooks, summer camps and in its general culture—and until European and other governments whose aid money funds such provocation do something about it—the cycle of anti-Israel, anti-Jewish violence will continue unabated, even while watchdog organizations monitor such actions.

\n
\nPalestinian incitement against Israel runs rampant in the West Bank and Gaza, with Palestinian school textbooks full of hatred and including maps of the Middle East often minus Israel. The Palestinian Authority constantly incites against Israel in its television and radio programs, so it comes as no surprise that Palestinian society regards Israelis as the enemy.
\n
\nThat said, it’s also no shock that many Palestinians have carried out terrorist attacks on Israelis. One attack, in particular, stands out for Micah Avni.
\n
\nShortly after 10 a.m. on a beautiful Tuesday morning on Oct. 13, 2015, the No. 78 Egged bus turned the corner in Jerusalem’s Armon Hanatziv neighborhood. When it stopped at the bus stop, two Palestinian men—Baha Alyan and Bilal Abu Ghanem, both residents from the adjacent neighborhood Jabel Mukaber—boarded the bus, one armed with a gun and the other with a knife. Shortly afterwards, they started indiscriminately shooting and stabbing passengers. A security guard at the scene was able to overpower and kill Alyan. Ghanem locked the bus doors in an attempt to stop security forces from boarding—and to stop passengers from fleeing. Police officers who had arrived at the scene opened fire at him from outside the bus. Shortly after, he was arrested and eventually jailed.
\n
\nAvni’s father, Richard Lakin, 76, was a passenger on that bus. He was shot in the head and stabbed multiple times. He was evacuated by an emergency medical team and hospitalized in the intensive-care unit at Hadassah Ein Kerem Hospital in Jerusalem, where he underwent multiple surgeries. He died two weeks later on Oct. 27.
\n
\nLakin was a former principal at Hopewell Elementary School in Glastonbury, Conn. He wrote a book in 2007 titled Teaching as an Act of Love: Thoughts and Reflections of a Former Teacher, Principal and Kid. Upon moving to Israel, 32 years earlier, he and his wife opened a business focused on teaching English to people of all ages and backgrounds, including many Palestinian children from the area. He was still teaching up until the day of the attack.
\n
\n‘Turning murderers into heroes’

\nPalestinian Media Watch, an Israeli research institute that studies Palestinian society from a broad range of perspectives, discovered that a Palestinian public library in El-Bireh, a city 15 kilometers north of Jerusalem, recently held what it called a “cultural evening” titled “In the Presence of the Martyrs,” at which it honored four terrorists. Among them was Alyan.
\n
\nNan Jacques Zilberdik, a senior analyst at Palestinian Media Watch, told JNS “I’m not surprised to see that a Palestinian library honors murderer Baha Alyan. The Palestinian Authority has turned Alyan into a role model for Palestinian society since he murdered three Israelis. Turning murderers into heroes is common practice by P.A. leaders. The fact that Alyan once organized a reading event gave him added value for the P.A. They have been able to use a terrorist murderer to promote the importance of reading at universities and at public events. …
\n“The P.A. is teaching its kids that murdering Israelis and Jews is as basic a value as reading. I’m appalled, but unfortunately not surprised, that the P.A. contaminates the value of reading with their twisted value of killing Israelis.”
\n
\nAvni is incensed that the P.A. glorifies terrorists, especially the one who killed his father. Palestinian Authority leader Mahmoud Abbas met with Alyan’s father and commended his actions on P.A. TV. The P.A. also pays Alyan a monthly stipend and even established a summer camp in his name.
\n
\nAvni told JNS that there have been “numerous lectures at different universities in the P.A. and tons of memorial pages have been created online glorifying Alyan and teaching Palestinian students and children to hate and murder, educating them to kill Jews and Israelis.”
\n
\nThe fact that a Palestinian library was used for incitement especially bothers Avni since his father utilized libraries to teach peace.
\n
\n“Taking this [incitement] into a library blew my mind,” he said. “My father loved teaching children to read and to love books. The Hopewell school set up a library where it teaches children kindness. If you juxtapose this with the library in the P.A., it drives home the moral challenge of us as a people who are educating for peace, and tragically, the P.A. is educating its children to hate and kill. With this vicious cycle of hatred and killing, you have to go to the root of it. The library is the core of that education.”\n

An indictment of Palestinian incitement

\nThe “end” for Israel is peace and security with its neighbors, and if the means involves the establishment of a Palestinian state then it is fitting and logical to pursue its realization.
\n
\nIncitement against the Jewish people is not new. The Book of Exodus clearly describes Pharaoh’s contempt for the Hebrews and his successful attempts to oppress them.
\n
\nThrough Greco-Roman times and on to the medieval period, Jews were vilified, persecuted and often put to death not for anything they had or hadn’t done, but for whom they were. [...]
\n
\nSetting aside, for now, numerous examples of widely prevalent anti-Semitism in the West, today Palestinian incitement against the Jewish people is on the rise.
\n
\nRecent events concerning Palestinian incitement against Jews demonstrate a deliberate and thought-out tactic to delegitimize the Jewish people and their connection to the Land of Israel.
\n
\nThe NGO Palestinian Media Watch (PMW) highlighted on its website that this week, official PA TV reported from a Fatah celebration in a refugee camp in Lebanon. One part of Fatah’s message was that children are created so that their blood will be “fertilizer” to saturate the land.
\n
\nApparently, dying for the sake of “Palestine” as an ideal, even for Palestinian children and youth, remains part of Palestinian discourse.
\n
\nSo much for the Palestinian Authority being “moderate.”
\n
\nAnd PA Mufti Muhammad Hussein gave a speech at a Fatah celebration that was broadcast on PA TV in January.
\n
\nHe said, “The Hour [of Resurrection] will not come until you fight the Jews. The Jew will hide behind stones or trees. Then the stones or trees will call: ‘Oh Muslim, servant of Allah, there is a Jew behind me, come and kill him.’” But when confronted about this during an interview on Israel Radio’s Reshet Bet on January 22, the mufti explained, “We are not calling to kill Jews and we did not call to kill Jews, we never said ‘kill Jews.’ The Hadith says [it]. I am not responsible for the Hadith. The Hadith is in the book.
\n
\nThe Hadith is a noble Hadith, it is not my Hadith.”
\n
\nThis paper reported that Prime Minister Binyamin Netanyahu responded to a Palestinian Media Watch report on the mufti at the January 22 Sunday cabinet meeting which was largely devoted to discussing anti- Semitism. Netanyahu said this was “grave” rhetoric that the international community needed to condemn.
\n
\nAnd on January 24, Netanyahu, in a speech at the Knesset, said, “Today, most governments around the world are silent in the face of calls by the Palestinian mufti to kill Jews simply because they are Jews. What is most chilling is the fact that there is here a legacy of hatred and annihilation because this mufti is following in the footsteps of that previous mufti. [Mufti] Haj Amin al- Husseini was one of the architects of the Final Solution.” [...]

\nMUSLIM ANTI-SEMITISM has existed for centuries.
\n
\nIn an essay titled “Anti-Judaism and Antisemitism in the Arab and Islamic World Prior to 1948,” Norman A. Stillman writes, “There has been… no lack of negative attitudes to Jews among Muslims, going back to the earliest period of Islam…Modern anti-Semitic ideas of European origin made their first appearance in the Middle East among the Arabic speaking Christians of Syria.”
\n
\nAnd ever since the blood libel of 1840 in Damascus, when local Jews were accused of murdering two gentiles, similar preposterous allegations and canards of European anti- Semitism have continued to surface in the Middle East.
\n
\nIn Antisemitism: A History, Meir Litvak and Esther Webman explain how anti-Semitism “has not been the root cause of the Arab- Israeli conflict but has certainly been exacerbated by it, aggravating its representations and serving as an additional tool for the delegitimization and dehumanization of the Other – Zionism and Israel.”
\n
\nAnd Palestinian incitement against Jews is chillingly prevalent.
\n
\nThe Hamas Charter paints a picture of the Jews and Judaism that is clearly based on the Protocols of the Elders of Zion, an infamous early 20th-century anti-Semitic text which draws upon popular anti-Semitic notions.
\n
\nThe text continues to be disseminated and referenced throughout the Middle East and if it is passed on to the next generation of Muslims, it can pose a great obstacle to preventing the spread of anti-Semitism and incitement.
\n
\nRecently, on the weekly TV program For You, dedicated to Palestinian prisoners in Israeli prisons, Shama Awad, the mother of Hakim Awad, the young terrorist who led the attack on the Fogel family, killing parents Ehud and Ruth and three of their children, aged 11, four, and three months, praised the terrorists as “heroes” [first documented by PMW].
\n
\n(Shame on Raya Yaron, the spokeswoman of Machsom Watch, who was famously photographed hugging and consoling Shama Awad.) Last week, the PMW released a video in which MK Ahmed Tibi (United Arab List- Ta’al) is seen saying at a PA event that “the martyr is the ultimate source of pride... the symbol of the homeland.”
\n
\nPoliticians slammed Tibi for saying that there is “nothing more praiseworthy than martyrdom,” raising questions about the limits of freedom of speech and parliamentary immunity.
\n
\nThe official PA newspaper, Al-Hayat Al-Jadida, and official PA TV, have long reprinted and aired, respectively, Hadiths calling for Jewish annihilation and referring to Jews as pigs and wild animals.
\n
\nIn 2010, former PA Prime Minister Ahmed Qurei declared during an interview with leading Arabic newspaper Asharq al-Awsat, that resistance is “still an option.”
\n
\nThe PA has consistently backed efforts to delegitimize Israel, which included support for the misguided UN Goldstone mission as well as several initiatives in the UN General Assembly essentially denying Israel’s right to security.
\n
\nThe PA has repeatedly glorified terrorists.
\n
\nNumerous kindergartens, schools and summer camps are named after various “martyrs.”
\n
\nAt least two dozen events and locations under Palestinian Authority control have been named after Dalal Mughrabi, the terrorist who hijacked a bus in 1978 and murdered 37 people including children in what became known as the Coastal Road Massacre.
\n
\nIn March 2010, when US Vice President Joe Biden visited Israel, the world was up in arms over Israel’s approval of the tentative building of housing units in Jerusalem’s Gilo neighborhood which caused tension with the US.
\n
\nWhile Nabil Abu Rudeina, a spokesman for the Palestinian government complained about Israel’s “provocation” and “peace destroying behavior” the PA was busy making plans to name a Ramallah square after Mughrabi.
\n
\nTextbooks published by the PA show maps that completely erase the State of Israel, replacing the area instead with “Palestine.”
\n
\nPA-sponsored TV broadcasts programs about “occupied” cities such as Haifa, Lod and Ramle. This type of incitement completely erases the Jewish historical connection to the Land of Israel and revises the true history and context of the Arab-Israeli conflict.
\n
\nIN THE past, Israeli officials have been reluctant to make a big deal over the incitement issue, instead preferring to discuss it behind closed doors.
\n
\nToday, however, the issue has received much public attention and Israeli officials have finally decided to confront it head-on.
\n
\nOn Sunday, Netanyahu told visiting Irish Foreign Minister Eamon Gilmore that PA incitement is poisoning the atmosphere.
\n
\nDuring the meeting with Gilmore, Netanyahu said that while many ask Israel to take confidence building measures toward the Palestinians, the type of incitement being aired in the PA was destroying Israel’s confidence.
\n
\nA similar message was relayed in a meeting later with visiting Canadian Foreign Minister John Baird.
\n
\nIn last week’s meeting with PA representatives in Amman, Israel’s negotiator Yitzhak Molcho presented PA negotiator Saeb Erekat with a booklet dealing with Palestinian incitement against Jews [entitled Deception: Betraying the Peace Process, published by Palestinian Media Watch].
\n
\nErekat appeared livid and stormed out of the room as if insulted.
\n
\nBut it was Erekat who, in August 2010, furiously objected to Shas spiritual leader Rabbi Ovadia Yosef’s wish for “a plague on Palestinian Authority President Mahmoud Abbas and the Palestinian people.”
\n
\nWithout doubt, Yosef’s callous remarks are inexcusable.
\n
\nErekat’s claim however, that it was “an absolute insult to our efforts to progress the peace process,” and even described it as a call for “Palestinian genocide,” is hypocritical in light of what we see on PA television.
\n
\nInteresting then, that Erekat chooses to ignore Palestinian incitement against Jews, especially since he is guilty of incitement himself.
\n
\nAfter the IDF entered Jenin in an incursion dubbed “Operation Defensive Shield” to root out terrorists between March 29 and April 21, 2002, false rumors were spread of a massacre committed by Israeli soldiers. It was Erekat who was quoted as saying to CNN’s Jim Clancy, “You know, the Jenin refugee camp is no longer in existence…"
\n
\nAnd Erekat repeated this false allegation in another interview, this time with CNN’s Wolf Blitzer, when he said: “There is no longer a refugee camp there. And maybe the [Israeli] defense minister and the prime minister of Israel want to deny what CNN is showing, that the camp was totally destroyed.”
\n
\nIsrael need not budge an inch until it sees significant progress on the Palestinian side, especially concerning incitement.
\n
\nThere needs to be a zero-tolerance policy that would demand zero incitement. [...]
\n
\nISRAEL HAS done a good job in lobbying foreign governments to fight anti-Semitism with resolve, and should continue doing so relentlessly.
\n
\nIt should be self-evident that there can be no room for compromise on this issue.
\n
\nIncitement against Jews in Israel cannot be excused as anti-Zionism. Rather, it is a weak attempt to veil anti-Semitism. [...]
\n
\nMuch more needs to be done to prevent the escalation of incitement, especially in the Arab world.
\n
\nIf President Barack Obama made the mistake of insisting on the 1967 lines as a starting point for negotiations, the least he can do to rectify the situation is to demand a complete cease-and-desist with regard to incitement.
\n
\nThis is one way he can prove that he holds the Palestinians accountable for their actions.
\n
\nHarkabi writes “The complexity of the situation is that peace is likely to bring about a change of images, but if this change is made a requisite for peace, then peace will be long delayed. Once the Arab-Israeli conflict is settled, there is room to hope that many of the antisemitic manifestations aroused by the conflict would disappear... It is not the change of images, then, which will lead to peace but peace which will lead to the change of images.”
\n
\nBut this is the wrong approach.
\n
\nPeace and security are the most important elements. While the establishment of a Palestinian state appears to be the end goal of many in the EU or US, this is not the case for Israel.
\n
